What a Private Story is, and who can see it
Snapchat's description is short and worth taking literally: Private Stories are just for you. Only the creator can add Snaps to their Private Story, and only the creator decides which friends can view it.
The part people ask about most is what happens to everyone else, and it is documented. Friends who cannot view a Private Story are not notified that one exists. There is no marker, no greyed-out entry, nothing to notice — which is why the question arrives as a suspicion rather than an observation.

Why there is nothing to open

What the sites promising it are doing
The phrase "private Snapchat story viewer" has real search demand, and where demand exists without a possible product, the gap fills with things that look like one.
The common pattern is a fake pipeline: enter a username, watch a progress bar, get told the content is "ready" — then a human verification survey, an app install, or a payment stands between you and it. There is nothing behind the gate, because there was never anything to retrieve.
